Westlake master association has received a small number of responses to the proposed rule change regarding parking policies article in the April newsletter. In addition the Board is aware that a flyer is circulating in the community. The flyer and many of the responses may be based on a misunderstanding of the proposed changes to the parking policies.
TO CLARIFY: The purpose of this rule change is to clarify the variance policy and the effect of this rule change will be to enhance the accurate administration of the Association's rules and regulations. Current parking policies, which were revised in 2004, allow vehicles to be parked on driveways for not more than 72 consecutive hours IF the residence owns more vehicles that the garage can accommodate. This is based on the number of vehicles for which the garage was designed and assumes that the garage is not being used for storage. The proposed changes to this policy do not change this provision - in other words, the same rules regarding parking in the driveway will still apply. The proposed changes to the current policy are intended to clarify the circumstances and procedure around which variances to the rule that prohibits street parking in the private villages may be granted. The policy will not effectively change at all for the non-gated villages and for the Plaisir residences.
In the private villages, parking on the street will still be prohibited unless a temporary variance request has been submitted and approved in conformance with the following guidelines:
- Each lot will be limited to one variance of up to three consecutive days in any one calendar month.
- No more than three variances will be permitted for any lot in one calendar year.
- Each variance will be valid for a maximum of two vehicles.
- Each variance will be valid for regular passenger vehicles and pick-up trucks only. RV's, campers, boats, trailers and all other vehicles are not permitted to remain in the community or park on the private streets pursuant to the Association's governing documents and parking policies.
- Members whose variances are approved will receive confirmation and may be required to display such approval.
As is currently the case, vehicles parked on the streets in the private villages in violation of the parking policy will be subject to tag or tow at the owners expense.
